I think that if she is going to be expelled from school then so should the father. Having spent 3 days at a school for secondary school children with severe behaviour problems, I would have thought a mainstream school would be safer. Many of the kids at an EBD (Emotional and behavioural difficulties) school or pupil referal unit are violent and have been excluded from mainstream for good reason.
I can see that pregnant teenagers and teenage mothers have special needs, and may be there is a case for them having their own special school. Childcare, Ante natal classes, Ante natal and development checks could be given through such a school. If the girls had small classes then their education could be tailored to what they have the energy to cope with.
