Please advice me about children reading program.

Hello,
I'm looking for Online Reading program.

I'm using Reading Assistant for Fluency, FastForword for Reading Skill and Literacy, and Accelerated Reader for Extensive Read.

But, It's expensive and not so helpful as they said.

My children is not English native. They are Korean and learning English.

I believe that Fluency is important before comprehension.

But, I'd like make improve their speaking and reading.

Please recommend me your idea.

What age are they?
Can I assume they are in school in UK? If so for how long and how is school helping?

Nope, they are not in UK now.
We live in S.Korea now.
And they are elementery and Middle school
