can anyone point me to the relevant section of above act which states that every child over 5 is entitled to a min of 21 hours a week education

I'm afraid there is no such section. There are no legal requirements about the length of the school day. The only requirement is that a maintained school must be open for 380 sessions (190 days) per school year. For nursery schools and nursery classes a session must last a minimum of 90 minutes but there are no limits (upper or lower) on the length of a session for Reception and upwards.

The 21 hours per week figure is the recommended minimum teaching hours for KS1 but it is not a legal requirement.
