Can anyone help my decipher test results

My ds who is in Yr3 received his report today, along with the report from the teacher, he had a sheet with results from a separate set of tests, which I assume are graded in the same way as the SATs. He received a 3c for Maths, which I think is average, and a 4 for both reading and writing. What does 4 mean? It was not explained on the sheet, is it below average?

According to the explanatory sheet I got with my ds's report the average levels for Y3 are 2a-3b.

I'm a year 3 teacher Bomper and a level 4 for reading and writing is brilliant! Well done your Ds, it is well above average. A 3C is average attainment for a year 3 child hth
