New secondary league tables in 2016 with floor targets based on progress

There will be new floor targets based on average progress in eight subjects rather than how many gain C or above.

'At present there are 195 schools below the minimum level of achievement, but Mr Law said that if the new plans were applied to current results the number of schools below the threshold would double.'

Doh! Has anyone pointed out that only Maths and English are measured at 11 in SATs and that there would be no official starting point for measuring languages, humanities, Design & Technology, Music, Art, Drama, or whatever else is included in these eight GCSEs?

And even for English and Maths, and teacher-assessed Science, how are they going to measure the exact level of progress of pupils who move to state secondaries from private primaries (apparently a third of the pupils at some grammars), or have moved here from abroad, and have not done SATs?
