Help ! Need some advice on FE courses , are they all so badly organised ?

Help please ! I have posted on Education as FE section doesn't appear very active.
I have a Dd that has always wanted a career in Fashion. She finished Sch with great A levels & rather than taking Uni route she persuaded us to support her to attend a very reputable Fashion College in Central London sponsored by very big Retail names.
She has an interest in Fashion Buying but course was oversubscribed & she was persuaded at interview to join a course in Merchandising. Wanting to support her we agreed & have paid a fee ( admittedly small compared to Uni ) and off she went with a massive smile.
5 weeks in and she is in tears , has no course director , no permanent teachers as the college can't recruit teachers in this field ?? Her timetable changes weekly & normally has half her lessons cancelled or supply teachers that just read off power points with no knowledge.
She has had no tutor support & every time they attempt to talk to a senior person they are brushed off with " this is normal in FE " stuff.
Is this really normal in a FE college ? We are pulling our hair out as so want to step in but Dd is 19 & when I did ring week 2 I was told the contract was with Dd as over 18?
Any FE teachers out there that could offer any opinion we would be very grateful , it is heart breaking to see her so upset. Many thanks for reading.

Contact the principal, it sounds rather shoddy, esp as you have paid a fee.
