Fortismere - how do I transfer child

My partner and I live in the catchment area for Fortismere. His 12 year old son has come to live with us. He went to Fortismere primary and is currently attending APS and I am very concerned. Since being there he has been subject to bullying and I am concerned at the standard of behaviour I am hearing of in the class rooms. My partners son is a lovely boy with and exceptional academic record winning awards from the council. I am looking for advise on how to transfer him to Fortismere now he lives with us. I would appreciate any advice and recommendations about fortismere.

Yes she would have sent her own there but said they wouldn't get in because of catchment. She left because her dh got a teaching post in Indonesia with an International school but she really rated the Fortismere as one of the best.
