Moving to Brighton. Need primary school places.

We're moving to Brighton in July and need to get our 2 children in to a Y1 and Y4 place. Whilst we're excited about the move, this aspect of it isn't the fun bit...judging by earlier posts on this subject. Have spoken to LEA who have been very helpful but we can't actually apply until we have an address and can't do this until early July. They said to put 3 choices down, but having rung a few schools - who were all impressively patient and polite - they either didn't have any places or didn't know because the LEA deals with admissions. It seems that getting a decent place is fraught even when you apply within normal admission times so we are prepared for the worst. Unfortunately the move date is beyond our control.
Has the situation in Hove improved at all since the last posts in 2009, with regard to availability of primary places?
At this late stage, would we be better off moving to central Brighton?
Any advice would be lovely.

Sorry can't help with your query but perhaps also post this on the Brighton local talk board on this site.
