NC levels from Y1 - Y2 - No progress! Should I worry?

Dd has just had her school report. There appears to be no progress in any of her NC levels apart from 1 sub-level in writing. Her reading, science and maths all exactly same level/sub-level. I am a bit shocked at this apparent stand-still. She often says she is bored because the work is too easy and I am concerned the school is just not pushing her.

Is it normal to stand still on NC levels across the curriculum for 1 year?

So, she's year 2 now. What was she at the end of year 1?

Don't forget that she could have JUST been into a level/sub-level in year 1 and now be at the very top of that sub-level and a whisker away from the next one, so she probably has made loads of progress but on paper it probably doesn't seem that way, IYKWIM.

It probably does not mean that she has not progressed. The NC levels are skills based so it is possible that she may be able to do some of the skills on the next level, but cannot move up because there is still one thing that she hasn't yet mastered on the level below.
