you can just put your name on a waiting list, is that right? You don't have to be in the catchment for that school.... or do you?

I moved DS even though we didn't move house. Not in catchment but there was a vacancy.

If you want to change to another primary school you apply to your LA. If there is a place available they must give it to you. If the school is full you will go on the waiting list if they are operating one. Whether or not you are in catchment will affect your position on the waiting list but that is all. They cannot refuse to admit your child just because you are not in catchment.

The same rules apply all over England. They also apply to secondary school transfers.
