Assessment for maintenance grant/tuition fees etc at uni

I know there is still some funding available.

Can anyone tell me:
Is the assessment done on parent's actual income for the year before they start uni, or their projected income for the first year at uni?
And is it re-assessed/amended if income changes?

How much can you earn before you're over the threshhold for any support?

I believe it assessed on the previous year but think it can be amended if there are major changes. The above link should explain it.
