AIBU to escalate it to a claim?

Opened a dispute on Thursday after paid for item did not arrive within 3 weeks. Have had some email comms with seller who ultimately said it wasnt her responsibility.

Have heard nothing since then, is it reasonable of me to escalate it to a claim?

yes paypal will likely find in your favour as it is sellers responsobility to get item to you she can claim back from rm!
