If someone puts in a bid then two hours later puts in another at same amount

Does that mean they have just bid the starting price then come back and put in a higher bid ?
Am watching an item someone bid onit earlier today and it now showing as two bids when they bid later this aft!
Am i right in thinking they have likely put in their max bid in case they not around or not ?
