Is he saying he hasnt received the item? if so you need to go to the post office and get a claims for fill it in and let him know you have started a claim at the post office and will let him know the out come. I usually refund a person who has not receieved an item and just get my money back through the post office.

ignor him and add him to your blocked bidders list

If thats the case then I would contact ebay and ask him to stop sending you emails as it is harrassment and you will contact the police should be enough to stop him emailing you.
