Item not as described, going through eBay or PayPal?

I've recently bought an item worth about £100. From the offset communication was terrible. I won it on a Thursday and paid immediately, the following Tuesday seller emailed saying she was away and will post item the next day. Fair enough.
Next day came and went and I didn't get a notification that the item was despatched so I emailed the following day asking if it was posted. A day later I got a reply that it was despatched. This was Friday so more than a week after auction end.
By Wednesday it still hasn't arrived so I messaged again asking for tracking details, no answer so I opened a dispute through eBay that I haven't received the item. Day after I got a reply with tracking details etc and the item turned up. It was only sent the day I opened the dispute. On opening it I discovered a vital part was missing plus 2 other major faults which was not mentioned in the listing. The dispute for item not arrived was still open so I messaged the faults and that I want to return the item as it's useless. Got a very blunt message back saying it was listed as used what should I have expected and the listing stated no return.
Then eBay closed the dispute automatically as of course I have received the item.
Now I need to open another one but should I do it via eBay again or go through PayPal this time?
In all my 15yrs of eBay history I've never encountered this. I've got the suspicion that the seller held of posting deliberately until I opened a dispute. I remember the days were once a dispute was resolved you couldn't open another one which thankfully this is not the case anymore.
Sorry this is long but I can't afford to lose the best part of a £100 for something that is fit for the bin.
Any advice how to proceed next?

Phone up ebay to ask about this and if they can't help phone up Paypal. As you fear, I also have a nasty feeling it's only one dispute per transaction but I hope someone will be able to proof me wrong.

You can open a not as described dispute with eBay after a not received, otherwise this would be a gateway for scammers.

Do this instead of a PayPal dispute, otherwise you will be responsible for return postage if the item to get your refund. With eBay the seller will have to provide a pre paid returns label.
