Really rubbish at EBay protocol - please advise about getting refund

I dont seem to have much luck with ebay - as buyer or seller.

I have bought an armchair today. It said collection in person only but listed paypal as payment method. I should have thought about it as I would prefer cash if item being collected but I just automatically paid (was paying for few items from other sellers at same time). Chair cost £30 - I am going to use it in upholstery class (little bit of background info :))

Just had abrupt email from seller - saying wants cash on collection. I replied apologising and said if seller refunds me via paypal then I will collect with cash - no problem. Seller then says they are unable as they are having a dispute with paypal so their account is negative balance (somehting to do with item not recieved). The ebayer looks ok otherwise - had same ID for 8 years and all feedback good - but how would I do this??? Can I claim a refund back - I thought they would have to refund it??? ALso - if their acccount is still negative then how will I get my refund - Help please

It's not your fault. If you want cash on collection that's what you say. The dispute with paypal is nothing to do with you.

Open a dispute with ebay in the resolution centre. They can get you a refund. Give them negative feedback because you should inform other buyers that they are like this. You will get your money back.

It's sounds like they want payment twice.

log into paypal and you can file a not received dispute now, escalate immediately and you will get your refund in about a week. Then you can go and pay them cash. You can't open an ebay dispute for a week, is quicker with paypal.
