What happens when a buyer hasn't responded to ebay?

I am quite new to this ebay lark and live in Malaysia. We've had our share of numpties and, where possible have accommodated them.
One woman in the States, bid on an item then decided she didn't want it. Fair enough, I opened a dispute with ebay but, three weeks later it remains unresolved because she won't respond to their emails.
I would let it go, it was for about $6 only, but DH is insisting on seeing it through to the bitter end. He is, IMHO, being irrational.

You could follow it through to make a point, she has done something wrong

It is a bit aggravating, but not the end of the world. I will have words with him once he comes home.

you have to close the dispute yourself then you will get your fees back
