The difference is mostly whether you are buying items to sell on (that's a business); or selling stuff from your home that you don't want or need any more (that's being a private seller).
Private sellers often do sell regularly - see other threads about how much actuall stuff people seem to have cluttering up family houses. EbaY itself imposes selling limits, however.
