Item hasn't arrived - what happens now?

Hi, just after some advice, I haven't received an item which I paid for on the 13th Feb. The buyer has said that she has no control over the postal system and has not said anything else. This item cost me £20.00 and I really don't want to lose that money. What happens now? Will I just have to accept it as lost in the post or will I be able to get a refund?

you can open a not received case with eBay. Have you asked the seller. Normally an item is lost after 15 working days (3 weeks) If seller doesn't refund in the drop down box next to the item from your eBay select resolve a problem then you haven't received your item yet, and take it from there.
