Non-paying bidder - do I have to relist?

3 days after auction ending have heard nothing from winner despite sending 2 invoices and an email. They have feedback of 0. Pretty sure they are not going to pay, and as the item didn't go for much anyway I would rather donate it to the charity shop than try selling it again.

So, should I go to the trouble of filing a non-paying bidder complaint or can I just cancel the transaction? Will I get my fees refunded?

you must file a non paying bidder report to guarantee getting your final value fees back. Open it day 4 and close on day 7. The buyer will also get a non payer strike.

No it is entirely up to you if you want to relist or not.
