Can arrangements cover when children spend time with a new partner?

Going through separation/divorce process and starting mediation soon to discuss finances and children. Is it fair and/or can a spouse put legal agreements in place regarding time spent with future partners? Ie not allowing children to go on holiday with ex and a new partner until certain timescale?

You can mediate on any subject you both agree on and if both people agree to something that is fine but it would be unusual for measures which would be seen as unnecessarily controlling to be signed off legally. Essentially unless there are safety concerns and if both parents have parental responsibility they can make whatever decisions they think are in their children’s best interests including who the children spend time with going forward when in their care. I would try and get a good faith agreement if this is something that is important to you rather than trying to get it included in orders. If this is something your ex is trying to do I would see this as evidence of controlling behaviour which is not unusual on separation.

You need to come with a common agreement in terms of what you think is a good time to introduce a new partner and their involvement in their lives. If you can, great, all the best for the children. If you can't, you ea"h do what you want when the children are under your care.
