School journey time - 45min ‘cut off’?

Hi all - just wondering if you could help. On this board I’ve often seen people saying that giving kids a journey time to school of over 45mins is not encouraged/acceptable. May I ask if this is formally written down anywhere as guidance - e.g. advice/recommendation from court services or a child-focused organisation (such as the NSPCC)? Or is it just ‘common sense’ advice?

It’s in home to school transport statutory guidance (but especially for kids going to special schools it’s often exceeded).
