Holiday contact arrangements

we have a minute of agreement saying kids have 2 weeks with dad in summer. Week at Easter.
We have communication problem currently in that he is refusing to reply to 99% of any message I send. We had problems at Xmas and he’s mad.
I have sent a proposal for Easter and summer dates but also left it very fluid for him to propose what suits. I am by no means dictating at this stage.
However since he does not reply to me how can I arrange summer and Easter arrangements ? Any advice how to proceed please? I want to book the kids and I some holidays and I also need to sort with work time off.
im finding it so frustrating.

I have a family member who makes up a planner for the full year and emails it (with read receipt on) and states that if there is no reply/ acknowledgment within two weeks then it is assumed to be agreed. Theirs includes drop off & pick up times.

I'd email him the dates that you definitely want and say that as you need to book a holiday so the kids don't miss out. Also say that he has two weeks to respond, if not you are booking the time with the kids.
At the end of the two weeks, email again and say that as you haven't received a response, he is clearly happy with your proposal and go ahead an book it.
He is clearly being an arse just because he can be. If he comes back and says he wants the same weeks as you, tough you gave him two chances to respond that your proposal doesn't work for him and you had to make plans/commitments.
The fact you leave it so fluid means that he has the control and leaves you with less options.
Assume you haven't got a CAO in place?
