Why is STBXH delaying financial agreement?

We're currently at the early stages of divorce. He petitioned and proposed we discuss finances, I agreed to a call yesterday at 10 am. He didn't call so I messaged to remind him and politely asked if he's still up to talk things through. He said, apparently he had completely forgotten but he's happy to talk. I proceeded to make him aware I was available when he texted and during the afternoon also. An hour later, he messaged to say he is tied up with things all day and week and he no longer wants to discuss anything until I have acknowledged receipt of petition which I have only received end of last week.

Any ideas why he wouldn't want to discuss finances until I've signed the petition? It's more beneficial to him to agree on finances early as he owns the house and the mortgage is on his sole name. I don't understand how waiting until the petition has been signed would make any difference.

Don't sign the divorce petition until the finances are finalised. It's the only card you've got and he knows it. He could string out the financials for years and years otherwise.
