Unmarried couple break up, they are still living in a three bedroom house with two kids having to share a room.

If one of them buys a dog and the other agrees, part of the agreement is the dog stays downstairs and off the furniture

If one year later they start letting dog upstairs and on furniture

What can the none dog owner do?

I don't think there are any laws covering this.
So my suggestion would be to get angry.
And maybe smear the dog with jam and let it loose in dog owner's clean washing. Just to make a point.

I think you really have to move on seperate properly, sell house if necessary and form two seperate households.

Nevermind the dog, a couple that has split up still living under the same roof sounds unworkable to me. The dog situation might just tip the situation over I have to agree.

Probably nothing but move or put up with it.
It is quite possible that the dog was part of a plan to force you out.
