Deed Poll name change: parental consent and responsibility

I have 2 daughters neither of whom see their father for very justifiable reasons. Both children at the time of birth were registered with their father's surname. I have a different surname.

My daughters want to change to my surname. No problem for my older as she is 17. My younger daughter is 13. I have looked at the process and although one parent signs, that parent is signing with the consent of the other parent.

I have no contact with their father. Their was police intervention to keep him away from me and I know he would not consent. Is that the only way my younger daughter can do this?

I am not wanting to stir up a hornet's nest over the issue of a name. I said I would look into it for her and the quick conclusion I have drawn is that I could not legally do this without consulting him, while he still holds parental responsibility. Is this right?

You could go to court and let them decide.

I don't want to turn it into a big issue. I don't want to go to court. I just saw that it was possible to do online and that sounded great. I could do it - it would probably be fine. But I don't want to sign anything of which I am not confident.
