Can court enforce a parent to care for their child?

Ex has refused to make child care arrangements with me using mediator. Instead let’s me know when he will have the children. This has been going on for nearly 5 years but the kids miss him. They have asked to live with him half the time and he agreed but Has warned me it will be only for a few months. He has been inconsistent witb his care and I’m afraid this will only brake their hearts if he takes them and then moves away. I want to settle a child arrangement order in court but was told court cannot force him to have his kids Is that so?

Yes, he has a legal obligation to pay for them but no legal obligation to see them. Therefore a court cannot 'force' contact to take place, he would need to agree to a contact order.
