Can you file for divorce without a marriage cert? If you happen to be overseas?

One of my fears is that my stbexdh will file whilst in the UAE. However, he doesn't have a copy of our marriage cert, or the original.

Can he still file? Or should I get a move on and file here?

Couldn't he just order a copy to be sent to him? I'd just get on with it unless you have a reason not to.
