Diabetes & car insurance for new driver

Type 1 ds has just passed his driving test (yay!) but I am finding insurance a nightmare. It is typically coming out at £400-600 more expensive than for his friends. That's on a Polo with a black box/telematics. He has a 3yr restricted licence.

Has anyone been down this road and found a reasonable quote?
