personal alarm that can't be easily removed?

I'm looking for a personal alarm that can't be easily removed by the person with dementia. I've found all the wristwatch versions (rather than pendant) with fall detection which look ideal, but I'm concerned my stepdad will remove it all the time. Is there an alarm anyone is aware of that can't be removed without help / can't be easily removed? He can't use a phone / siri / alexa etc so we need a way of him calling for help as simply as possible.

I think that most of them can be easily removed unfortunately. We found that introducing new things beyond s certain point to be hopelessly futile unfortunately.

Does he have regular Carers? And is he living alone? Flowers
