Care home and gas and electricity

My grandfather has been put into a care home. His property has been empty for over a year. Should he still be paying gas and electricity there? Thanks in advance x

The insurers need to know that the property is vacant, they may insist that the heating is on at some level between November and March to prevent the pipes freezing. There will still be bills to pay although they may be very much smaller than when the home was occupied.

Also check the council tax situation.
