Is this a police matter?

Hello, so a few years back a family member sold his car to his cousin. Sent off all the relevant forms etc. Last week he got a last notice fine for unpaid toll charges for that car. Turns out his cousin never registered the car to his name. So has racked up nearly £5000 and the company is persuing him! The cousin is not doing anything about it!

Can we go to the police about this? He's only 30 and the stress is unbelievable on him.

Not sure about police but Write to the DVLA and notify them that the cwr was sold in good faith and list person name address if known

Did he complete and send off section 2 of the v5c? Did he get confirmation from the DVLA that they had received this?

Either way, he needs to get in touch with the DVLA to work out next steps, I don’t think it is a police matter.

You need to write to the company that issues the fines - is it a private company?

They should have a policy in place for people who have now sold their car on to another person. The date of 'change of keeper' on the V5 should corroborate everything.
