Annex council tax

I am currently paying council tax on my annex which is joined to the property and is not self contained. My plan is to get this council tax removed.
When i bought the property it had 2 kitchens(neither one in the annex) and since 1 kitchen has been removed. So now there is only one kitchen in the whole property. the annex does have a shower and toilet.

I am somewhat confident i can get the council tax removed but my main concern is that the whole property will then get re banded and moved up.
anyone have any experience of this?

We looked into it with our old house the council inspected it and said it still had kitchen which must be removed and the doorway was shared (it had its own entrance which we changed for internal doors). They did say it would be rebanded and for similar price. We sold it in the end and left it with two kitchens / didn’t bother. Seemed pointless and the second kitvhen made a useful bootroom.
