Warm home discount caring for someone on pip?

Hi not sure if this is the right topic area but just wondered if anyone knew?

My sister has a learning disability and came into my care this year, I work part time as a nurse, have a child and I’m entitled to some universal credit and claim carers element for also caring for my adult sister in my house, she lives with us. I get rent top up and childcare costs because of being a single parent and having caring responsibilities for her.

She also gets universal credit in her own right with no work capability and PIP. I know it’s closed now for this year but might we be entitled for next year? It’s all new to me after taking her on following my mums death. I don’t take board off her, just a contribution for bills and she has chronic pain conditions so I’m now spending a lot more in gas than before she came into my care as her conditions flare up without more heating than I used to use. I can’t really find much information about the scheme for next year. If it’s not something we’d be entitled to, that’s fine, just thought it was worth an ask

This year's opened on 1st October (Scotland) so can't be closed already surely?

If you’re in England you don’t actually apply for it anymore. DWP makes the decision based on certain factors and then you get a letter to confirm
