Tax credits (not UC) and cost of living payments

Hi everyone
I am on Tax credits (old system rather than UC) plus housing benefit and received notification that the first cost of living payment would be in september but they hadn't yet decided who would receive the second cost of living payment.

Does anyone know any more about the second one? I am not sure how they can justify not giving it to people - am I right (could be wrong) in thinking everyone on UC gets both? It's a bit like the difference in the payments for Covid - people on tax credits lost out to the tune of £1k or so (offhand, I think) vs people on UC.

(I know I could switch to UC but for now it suits me to be on tax credits due to self employment etc which is simpler on TC at least for time being until I have to switch).

If you get one of the cost of living payments you should get the other shouldn't you? I thought that's the way it worked?

It’s based on claim periods. So someone entitled to this one may not get the second if day they suddenly have a big change in circumstances which means they are no longer entitled tax credits, if they leave tax credits between say dates 1st October - 1st November (totally random dates).

just like first one you had to of been claiming during x-y date.

They have vaguely said something about 'winter' for the second payment in the letter we had. You should get it though.

Think it'll be in December but don't know when. I'm also on tax credit so will be getting it too.

Details aren't announced yet per HMRC, so anything would only be guessing.

My friend is on tax credits - she could and should have changed off she missed the COVID payments too but there seems to be some sort of fear they this will leave people worse off which hopefully wouldn't be the case.

She had the same message about the first one then she had a letter saying that they were working round regions changing people over from Tax Credits to UC and this would be with immediate effect and then she got her payment in her bank the same week.
