Best activities for school holidays with pre-school and baby?

Dreading nursery holidays due to lack of cash. After this break, dd will be starting school! I want to do nice things that she'll remember fondly but am limited by money and by having a baby also! And I don't drive. And am not near a beach. Any good ideas appreciated, thanks, particularly things that have stayed with your children.

Google what is in your local area and what you can get to on the bus or train or by foot. Picnic in the park, see if there are more than one park in your area. Is there a park with a free splash pad?
Is there a session at the local swimming pool for under fives? Some places won't let you have more than one child under 5 in the water with only one adult so you would need to check this out.
The cinemas usually do £1 ish per person on a Saturday morning for a kids film that has been out a while if you have someone who would look after your baby for a couple of hours.
Hiding stones , where you decorate stones and hide them a lot of towns have a Facebook page relating to this activity.
Again Facebook might have a page on activities in your area.
Hoop app might be able to suggest things.
If you have a garden you could get a paddling pool. You could make a den in the garden. Picnic in the garden. Some parks run activities.
A local farm park might be available by bus.
Sometimes leaflets on days out have discount vouchers.
If you have tesco vouchers there might be somewhere in your area you can visit.
A scooter ride or a bike ride and you walk with the buggy and your baby.
A play date with old friends or perhaps with someone who will be in DD's class in reception if you know of any from nursery.

Thank you RoseMartha, those are great suggestions. I especially like the stone decorating idea :-)

Bubble painting. My two love it. I have these www.amazon.co.uk/Brian-Clegg-Standard-Colours-Assorted/dp/B004W2HNKC/?tag=mumsnetforum-21

Some small cups, some straws. Put a bit of paint, a bit of washing up liquid and water so they bubble and make bubbles with the straw and put paper on top.

My kids like making the circles into faces of animals and aliens.

With the same paint we do shaving cream marble pictures.

And you can mix the paint with shaving cream and paint with it.

You can cut out the pictures and make other pictures with it.
