Are the day 2 tests for children just a scam?

I can’t seem to find any reference to this, but wondering if I’m alone in thinking that paying for tests for kids when returning from abroad is a bit of a scam? When you complete the passenger locator form, it only asks for test reference numbers for those 18+. So what actually happens to the results for under 18s? How do they tie those tests up to children? Or indeed confirm that 5-17 year olds actually took a test?

The entire system seems like a pointless farce, and just a way to make testing companies rich!
