Why are the cases on the Zoe App, nearly double the actual reported cases?

Just that really

Zoe app today say as new cases are 59,99

Cases on Gov Uk are 31,117

How come there’s a big difference?

I dont know are they assuming actual cases are much higher than reported cases?
My Ds tested positive on an LFT yesterday, we only did the Pcr test today and still awaiting the result, his positive came uo straight away and was strongley positive, but not officially reported yet he also has symptoms, i dont know just guessing?
