Does ‘children’ mean dc under 18 for new travel rules?

Wondering if my 13 and 16 year old dcs still have to isolate.

Children under the age of 18 will also not need to quarantine (obviously that’s only if the adults in party are double vaccinated and 14 days has passed since 2nd dose).

No isolation for children! I don't think it matters whether the adults in the party are vaccinated or not, anyone under 18 doesn't need to isolate.
