Can anyone help me verify or discredit my mums stats? She says

"Roughly 5 per cent of the population (1 in 20) have got the virus." And therefore we won't meet outdoors tomorrow.

She also says Liverpool is in local lockdown ? Is this true and since when? I'm not entirely sure why this is a concern to my Mum as she lives in London Hmm I blame Boris's extended scaremongering, she's had both jabs and so have I.
