Power of Attorney, but based abroad (Europe)

Is travel allowed for someone with power of attorney to come and ensure vulnerable elderly relative is Ok, exercise power of attorney, relative is needing residential care but unable to make that decisiin herself. No next of kin here? I've googled to no avail.

Travel was allowed for all the same permissible reasons as within the UK, but quarantine may be needed and if coming from a red list country you may need to spend 10 days elsewhere on the way in unless you have a right to live in the UK. If there's a pressing time issue then it may get complicated applying for permission not to quarantine and it would be best to apply for permission before flying to try to save time.
