Will we be able to drive say 20 or 30 miles to the outskirts of London to go for a walk in our favourite places?

The problem is people flocking to the beaches or tourist spots

It really isn't. It was recently published that no covid Outbreaks were linked to "packed beaches". I live near the coast and last year people were frothing at the mouth at all these people on our beaches yet, no Outbreaks.
