Are "adults" over 16 or over 18?

Does anyone know if the pledge to vaccinate all adults means over 18s or over 16s?

Adults are 18 and older. 16 year olds with vulnerable medical conditions can have the vaccine. They are doing trials on healthy 16 year olds, so hopefully they will be added at some stage.

Thanks for the replies.
It was the inclusion of 16 year olds in the vulnerable group that made me wonder. I presume at least one vaccine must be licensed for 16 year olds to be included in that group so maybe non vulnerable 16 and 17 year olds could be vaccinated further down the line.
We shall see.

It’s being tested for children over 12 years at the moment so plans are probably for that age group to be vaccinated once that’s completed and approved.

Pfizer is licensed for age 16 plus, AZ for 18 plus but currently being trialled for younger.
My CEV 16 year old was given AZ, which I was surprised about but not bothered by!
