Is it really true that only one person can visit a dying relative in Wales?

If my dad is dying in hospital in Wales, is it really true that my mum can visit him near his death but I can't? This is seems completely inhuman if true.

This is what the hospital nurse told me. I am dearly hoping she got it wrong.

A relative died last week in a Welsh hospital and two of his family visited him together. It possibly depends on the hospital.

My Nan died before Christmas. Only 2 of us were allowed in and it was only at the very last minute. It depends on the health board how many are allowed.

In our local hospital it is two visitors.
