It seems like 'they' applied an algorithm that includes risk factors like resident postcode. I am also thinking that low paid people or people without good credit scores/internet are more likely to be in 'deprived' postcodes and they can't easily not leave home and still get food & keep their jobs. I'm not sure I'd trust the letter if it came thru my door, if what tipped me onto that list was my postcode. Reading MN makes me think few GPs know their registered patient's true BMI, too. Whaddyal think?

I can't find anything about specific different conditions.

Seems like they took existing CV conditions, and added in risk factors = ethnicity, BMI, postcode (and age?) - and decided a certain mix of those RF elevated CV into CEV.

I'm trying to figure out if I'd be quite annoyed to be identified as CEV according to a fancy algorithm. or if the information would be unhelpful to people who feel like they still need to go out & about to do their business -- and therefore more likely to be ignored.

It's weird, cause your doctor could already (in the first lockdown anyway) 'upgrade" you to CEV if you have multiple CV conditions, couldn't they?

Hopefully it’s not a “mutant” algorithim like the one used for deciding exam results last year!
