It seems like 'they' applied an algorithm that includes risk factors like resident postcode. I am also thinking that low paid people or people without good credit scores/internet are more likely to be in 'deprived' postcodes and they can't easily not leave home and still get food & keep their jobs. I'm not sure I'd trust the letter if it came thru my door, if what tipped me onto that list was my postcode. Reading MN makes me think few GPs know their registered patient's true BMI, too. Whaddyal think?
