I think they should be fined. We can't have one rule for the general public and another for the police. If I hired a hairdresser to come and cut my family hair, I would be breaking the law. They have broken the law so why shouldn't they face the consequences as I might have to?

Fining is not enough. This should be deemed a health and safety breach and at least those who organised it should be dismissed from the service.

There is no way any of these can rock up at a hairdressers or barbers that has defied lockdown to open. It would be the ultimate in hypocrisy.
