AZ and Covid Jab in South Africa

AZ is charging South Africa over double the price it is charging the EU. The vaccine is supposed to be sold at cost so unless it costs double to make at the Serum Institute (India), what hell is going on?!

I would have thought that would be factored into costings but I don't know. AZ didn't respond to article journalists. I also wouldn't think it would be double to make a vaccine in India compared with Europe.
