Will teachers and police moving up the list affect the current list or the tbc list?

Lots in the news about teachers, police and nursery staff potentially being moved up the priority list. I can't find out if this means moved up into the current list (as per pic attached) or put to the top of the list when they start to work out the group 10 tbc section. I know it's not at all determined, but have there been any details anywhere behind what's currently in the news?

I've not seen anything either. There's also a petition for those working in retail to have the vaccine.

In the BBC need it says in phase 2, which would be after the current 9 groups.
