Resident parent is a keyworker, NRP is not. School place?

What are peoples thoughts on this?

I know a lot of people say it should be two keyworker parents only but most of what I see is only referring to parents who live in one household.

If the resident parent is a keyworker but the NRP isn't (but still has to work outside the home so can't just take time off to cover RPs days for the next however long), should the RP be offered a school place as if they were a single parent?
