Out of borough primary. Send DC in or keep home?

We live in a borough where primary schools are shut.

DC goes to primary school in a neighbouring borough, where schools are still open.

All his friends live in our borough, most take a school coach together. I’m hesitant about sending him to school (assuming it stays open). Surely this goes against the spirit of the “stay at home” order and local schools being closed?

OTOH DC really wants to go back to school as he misses his friends.

What will happen if he stays at home? Presumably his school will not be providing online lessons given they are open? I would send.

I think he should go as the school is open. As pp has said, that school won’t be providing home education.
